PART ONE: What the TEL Fund Actually Is (in normal human language)

If you ever want to watch a Taupō councillor break into a light sweat, just ask them to explain the TEL Fund without rounding it up to ninety million.

Taupo has something called the TEL Fund. You’ve probably heard councillors throw around the phrase “the ninety million dollar fund” like it’s a magic vault somewhere under the building.

Here’s the truth in plain English.

The TEL Fund started nearly thirty years ago when Taupo sold its local electricity companies. Instead of spending the proceeds, the money was kept aside to earn investment income for the community. In theory, that income could help fund projects or soften rates without touching the capital.

It’s a good idea on paper. Most towns don’t have anything like it.

But over the years, the way this fund has been talked about in public and the way it actually works have drifted further and further apart. Calling it “the ninety million fund” is one example. The documents show the balance has actually been sitting closer to the mid-seventies to low-eighties, depending on the market.

The TEL Fund isn’t a fixed pot of cash. It’s an investment portfolio. That means the value moves around. It grows when markets rise and drops when markets fall. That doesn’t make it bad. It just makes it an investment, not a savings account.

The other thing most people don’t know is that the fund doesn’t sit in a council bank account. It’s now managed by Forsyth Barr, an external investment advisor. They decide how to spread the money across things like shares, bonds, overseas currency, and property. That’s normal for a portfolio this size, but the shift to external management happened quietly and without much public explanation.

You don’t need a finance degree to understand any of this. What you do need is someone willing to translate it into English without pretending everything is simpler than it is.
